Several countries, stuck in disputes over borders, religion, or resources, want to go to war—but hesitate, fearing the Ghost Captain might “kick them from the group” and boot them out of the Earth Military Alliance. So instead, they turn to the UN for arbitration…
The United Nations, once largely a bystander on the global stage, could never have imagined it would one day become… the “neighborhood committee” of Earth Village.
In short, the issues never stop coming. And the UN, a permanent institution, suddenly finds itself wielding unprecedented power.
The main reason? Everything the Ghost Captain does is of such scale and influence that it reshapes the trajectory of global civilization.
Even if some countries are reluctant to admit it, in both name and power, only a global organization like the United Nations is capable of representing the nations of Earth in an equal dialogue with the Ghost Captain’s mysterious organization.

And so, Atlantis Corporation, as the only public-facing organization linked to the Ghost Captain, naturally becomes his official spokesperson.
To facilitate better coordination between the two sides, the United Nations specially created a “Global Development Committee,” and granted Atlantis Corporation the only special membership seat ever given to a non-state organization—one with powers equivalent to most of the five major powers.
That role? Special Advisor on Global Development Affairs—abbreviated as DFSTG.
